The Environmental Protection Agency (EPA) said Aug. 17 that it will revisit certain parts of the Obama Administration's 2016 Phase 2 emissions rule for heavy-duty trucks, which set new standards for model years 2021-2027 of tractor-trailers, school buses, delivery vans and other large vehicles.
For truckstop owners and operators, Phase 2 rules as currently written stand to reduce the volume of diesel gallons sold as the Phase 2 standards cut oil consumption by up to 2 billion barrels over the lifetime of the model 2021-2027 vehicles sold under the program. Vehicle owners are predicted to spend $170 billion less on fuel.
The agency will initiate a rulemaking process that EPA Administrator Scott Pruitt said incorporates the latest technical data and that would be wholly consistent with the agency’s authority under the Clean Air Act.
EPA and the National Highway Traffic Safety Administration (NHTSA) in 2011 issued Phase 1 greenhouse gas (GHG) emissions and fuel efficiency standards for medium- and heavy-duty vehicles for model year 2014-2018. These standards applied to newly manufactured engines, tractors, vocational vehicles, large pickups, and vans.
In October 2016, EPA and NHTSA updated the standards for medium- and heavy-duty vehicles model year 2021-2027, and regulated trailers and gliders for the first time under the GHG program.
Phase 2 greenhouse gas and fuel efficiency standards for medium- and heavy-duty vehicles require up to 25 percent lower carbon emissions and fuel consumption over the next decade.
Trailer compliance deadlines were set to take effect beginning in 2018. NHTSA's standards were set to take effect as of 2021.
