Charge Ahead Partnership Files Comments on Pennsylvania PUC Proposed Electricity Rate Design

Charge Ahead Partnership (CAP), of which NATSO is a member, recently submitted recommendations to the Pennsylvania Public Utility Commission, as the regulatory body develops policies for the sale of the electricity used in electric vehicle (EV) charging.

CAP, which includes national associations like NATSO and more than 270 other organizations and businesses, advocates for policies that will allow businesses to enter the EV charging marketplace. The organization has raised concern about demand charges – the fees for peak electricity usage during a billing cycle – and how these fees make EV charging an unpredictable and often unprofitable business enterprise. CAP also has sounded the alarm about utilities using ratepayer funds to build, own and operate EV charging stations, which discourages private investment.

With these concerns in mind, CAP urged Pennsylvania regulators to establish a volumetric rate for the electricity used in EV charging. This would introduce predictability to EV charging sales, enabling providers to pay a transparent rate for the electricity used, rather than paying demand charges which can vary each billing cycle. CAP also encouraged regulators to prohibit utilities from using ratepayer funds to establish charging stations.

Several businesses and organizations echoed CAP’s recommendations, underscoring a growing consensus that these policies are vital to encourage investment in this growing field.
