FMCSA Proposes to Eliminate Daily Paperwork Burden for Commercial Drivers

The Federal Motor Carrier Safety Administration (FMCSA) is seeking public comment on a proposed rule to eliminate a burdensome daily paperwork requirement associated with filing Driver Vehicle Inspection reports (DVIRs).

Under the proposed rule, commercial truck drivers would only be required to file DVIRs if defects or deficiencies were discovered during the daily pre-and post-trip inspections. Currently, drivers must file DVIRs after each inspection.

FMCSA said filing DVIRs when no defects are found imposes a substantial time and paperwork burden on the industry, with no discernible benefit. The agency estimates that commercial motor vehicle drivers spend about 47.2 million hours each year completing what it calls “non-defect DVIRs.”

The proposed rule would save the industry about $1.7 billion per year, FMCSA said.
