NATSO President and CEO Lisa Mullings today announced the appointment of David Fialkov as the association’s new Legislative and Regulatory Counsel.

David brings great experience and knowledge to NATSO and already has a key understanding of some of the most important issues facing the truckstop and travel plaza industry,” said Mullings. “David joins a strong government affairs team managing transportation and energy regulation and policy, and I’m confident that he will add great value to our member-driven agenda. I am pleased to welcome David to NATSO.”

Fialkov joins NATSO from the law firm of Steptoe and Johnson LLP, where as a counsel in the Government Affairs and Public Policy department he advised motor fuel wholesale and retail industries on legislative, regulatory and political issues. During his tenure, Fialkov successfully represented clients on such critical business issues as energy, labor matters, food and menu labeling, healthcare and employment issues, tax matters and data security.

In his new role, Fialkov will assist in policy research and development, regulatory strategy and advocacy, as well as provide legal counsel on a host of business-related issues. Fialkov also will serve as a resource for members on legislative and regulatory issues.

Prior to joining Steptoe, David graduated with Honors from George Washington University Law School. He received his B.A. from Clark University in Worcester, Mass. He lives in Washington, D.C., with his wife, Allison.
