U.S. DOT Re-establishes Advisory Committee on Human Trafficking

The U.S. Department of Transportation is seeking nominations for membership in the Department of Transportation Advisory Committee on Human Trafficking (ACHT), which provides advice and recommendations on the intersection of human trafficking and transportation.

Applications must be received on or before 5 p.m. on October 7, 2022; however, the Department encourages nominations submitted any time before the deadline. 

The ACHT was reestablished under the Bipartisan Infrastructure Law signed last year. 

Sec. 23020 of the Bipartisan Infrastructure Law requires the ACHT to produce a triennial counter-trafficking report with recommendations for countering human trafficking, an assessment of best practices by transportation stakeholders, and human trafficking violations involving commercial motor vehicles. 

The 2018-2020 ACHT submitted their final report on Combating Human Trafficking in the Transportation Sector on July 2, 2019.  

DOT is seeking nominees from aviation, bus, maritime, port, rail, transit, trucking, industry/labor, trafficking advocacy organization, trafficking survivor, and the law enforcement communities.

Criteria include: Counter-trafficking expertise, experience, and knowledge, including personal (survivors), professional, or academic expertise; stakeholder representation; availability and willingness to serve; and  relevant experience working in committees and advisory panels.

NATSO Vice President of Public Affairs Tiffany Wlazlowski Neuman served as the 2018-2020 Vice Chair of ACHT's Subcommittee on Education and Awareness.  

The Subcommittee issued a report titled, “The Department of Transportation Advisory Committee on Human Trafficking Final Report: Combating Human Trafficking in the Transportation Sector,” that offers a systematic assessment of data, strategies, policies, protocols, training and awareness needs regarding the intersection of the transportation sector and human trafficking. Recommendations and best practices were outlined for the U.S. Department of Transportation, the U.S. Congress, states, private industry, NGOs and local transportation authorities with regard to funding, partnerships, policies and protocols, training and awareness, data and information-sharing and survivor support.

Wlazlowski Neuman leads NATSO and the NATSO Foundation’s public affairs initiatives and communications strategies to promote the truck stop and travel center industry to the public, opinion leaders, elected officials, and the media. Her outreach includes a spectrum of policy issues facing the industry, with a particular focus on transportation and fuel issues, truck parking, and human trafficking. She serves as NATSO’s representative on the U.S. Department of Transportation’s National Truck Parking Coalition, the Clean Freight Coalition, and various state truck parking technical advisory committees. She is the architect of the truck stop and travel center industry’s anti-human trafficking campaign and currently serves as a Committee member for the U.S. Department of Transportation’s Human Trafficking Advisory Council. Wlazlowski Neuman serves on the American Highway Users Policy and Government Affairs Committee.
