House Appropriations Advances HUD, Transportation Spending Bill

The House Appropriations Committee voted 35-28 to advance its spending bill that would make appropriations for the Departments of Transportation, Housing and Urban Development, and related agencies for the fiscal year ending September 30, 2026.

The bill lowers annual appropriations but raises obligation limitations for DOT compared to fiscal 2025 and would redirect $4.4 billion in funds from the Infrastructure Investment and Jobs Act to to increase spending above the allocation.

DOT would receive $105.1 billion in total budgetary resources, marking a $1.7 billion decrease compared with fiscal 2025.

The DOT Secretary’s office would receive $864.6 million, a decrease of $303.8 million compared to fiscal 2025. The Federal Highway Administration would receive $64.4 billion, and the Federal Motor Carrier Safety Administration would receive $926.6 million, an increase of $17.7 million compared to fiscal 2025.

Of importance to NATSO members, parts of the new bill would be paid for by repurposing more than $4 billion in funds included in the 2021 infrastructure law, such as diverting $1 billion from FHWA’s National Electric Vehicle Infrastructure (NEVI) grant program. Funds would instead be used for FAA facilities and equipment.

The Federal Highway Administration would receive $400 million in 2021 law funding transfers in part for increasing public commercial truck parking.

An en bloc amendment introduced by Rep. Steve Womack (R-Ark.), chair of the transportation subcommittee, also tweaked the committee’s report about the bill to direct DOT Secretary Sean Duffy to study the financial impacts of New York’s congestion pricing program on suburban commuters who drive.

The committee voted 32-23 in favor of an amendment from Rep. Nick LaLota (R-N.Y.), that would block any of the funding from supporting the tolling initiative in Manhattan and any similar programs.
