As Virginia Gov. Bob McDonnell (R) signed the state’s landmark transportation legislation which imposes new wholesale sales taxes on gas and diesel, the governor’s press secretary said the state would withdraw the application to the Federal Highway Administration (FHWA) to toll Interstate 95.
