NATSO Urges Energy and Commerce to Include REPAIR Act in Transportation Reauthorization

NATSO and more than 20 industry associations representing automotive care and after-market suppliers urged the House Committee on Energy and Commerce to include the provisions of H.R. 1566, the Right to Equitable and Professional Auto Industry Repair (REPAIR) Act, authored by Committee Vice Chair Neal Dunn, in transportation reauthorization.

Congressman Dunn in February 2025 reintroduced the REPAIR Act in the 119th Congress. NATSO supports the REPAIR Act, which would ensure consumers have access to data relating to their motor vehicles, including commercial motor vehicles, and provide them choices for the maintenance, service, and repair of their motor vehicles. NATSO worked closely with Congressman Dunn and industry stakeholders to ensure that the REPAIR Act includes commercial motor vehicles.

The Infrastructure Investment and Jobs Act of 2021 expires in September 2026. Lawmakers and the U.S. Department of Transportation currently are collecting stakeholder input that will help inform public policy. NATSO in April 2025 submitted its policy priorities to the House Highways and Transit Subcommittee portal.

The REPAIR Act would level the playing field for independent repair shops, including NATSO members, by providing them with access to the diagnostic information needed to identify and repair mechanical issues with commercial motor vehicles. The REPAIR Act would promote choice and competition.

In an August 2025 letter to Chairman Brett Guthrie (R-KY) and Ranking Member Frank Pallone (D-N.J.), 22 organizations, including NATSO, said, “As vehicle technology grows more complex, repairing and maintaining today’s vehicles – including both passenger and commercial – requires access to vehicle repair data, compatible replacement components, training, and sophisticated diagnostic tools. The REPAIR Act guarantees the rights of owners and their designated repair facilities to maintain and repair their vehicles while respecting intellectual property and maintaining the same cybersecurity standards and vehicle safety standards that exist today.”

NATSO represents nearly 5,000 travel plazas and truck stops nationwide that serve as the home away from home for the nation’s three million professional drivers. In addition to providing fuel and food, more than 800 NATSO member locations include commercial truck repair service centers, offering critical support to America’s fleet customers and owner operators who keep America’s freight moving.
