2026 Fiscal Appropriations Includes Dedicated Truck Parking Funds
The partial government shutdown ended February 3, 2026, after President Trump signed five of the remaining FY2026 appropriations bills plus a two-week extension of Homeland Security funding. This means that most of the government is now funded through September 30.
The House on February 3 passed the five-bill package (Defense, Labor-HHS, THUD, Financial Services and General Government, and National Security-State Department), plus a two-week “patch” to keep the Department of Homeland Security (DHS) funded while lawmakers negotiate reforms to two immigration enforcement tactics. The bill passed 217-214, with 21 Republicans voting against and 21 Democrats in favor.
Of importance to NATSO members, the fiscal 2026 funding legislation includes $200 million dedicated to expanding truck parking under the Significant Multimodal Freight and Highway Projects program run by the U.S. Department of Transportation (known as the INFRA program). Although INFRA funds could be used for truck parking previously, this marks the first time that certain funds have been exclusively set aside for truck parking. The Federal Highway Administration will be tasked with managing the additional funds.
The parking facilities must be publicly accessible and either within the right-of-way or a “reasonably” short distance from the Interstate or National Highway systems.
Although the grants are generally only available to state and local governments, those entities “may” partner with private companies to fund the “development, capacity expansion, or operation or maintenance” of a facility. The legislative language prohibits charging fees for truck parking that is “constructed, expanded, opened, maintained or improved” under a grant.
