Sen. Boxer Aims to Introduce Highway Bill in April

Senate Environment and Public Works Committee Chairwoman Barbara Boxer (D-Calif.) said Feb. 12 that she aims to introduce a highway funding bill in April, more than six months before the current policy expires.

The deadline is considered ambitious by some, but Sen. Boxer, along with ranking member David Vitter (R-La.), said that introducing a policy reauthorization early could encourage the Senate Finance Committee to address the revenue problems of the Highway Trust Fund.

Sen. Boxer's plan would not outline mechanisms for generating infrastructure revenues because the Senate Finance Committee and the House Ways and Means Committee have jurisdiction over transportation funding.

Sen. Boxer has said previously that she supports replacing the fuels tax with a "fee" on fuel collected at the refinery level.
