The Democrat-only reconciliation bill that lawmakers are finalizing will likely include a significant rewrite of energy tax law. House and Senate negotiators are currently negotiating a multi-year transition from the current, technology-specific tax incentives (favored by the House) to a more "technology-neutral" approach (favored by the Senate). 

Much of the final details are still being worked out. And while it it is all subject to change, the "base case" at the moment is there will be a period of time (one to four years) that looks like the "House Approach" followed by a transition to the "Senate approach."
