The federal Infrastructure Investment and Jobs Act (IIJA) provides $7.5 billion to install electric vehicle charging infrastructure via the National Electric Vehicle Formula Program and the Charging and Fueling Infrastructure Program. This money will be distributed via state transportation departments (DOTs).

U.S. DOT released guidance to help state DOTs develop plans for distributing $5 billion of this funding through the Formula Program. State DOTs, along with state energy offices, currently are gathering information from stakeholders and drafting guidelines for distributing these grants, hopefully within the statutory parameters that are favorable for existing fuel retailers.

It is imperative that fuel retailers take advantage of the federal government’s directive to the states to consult with private industry in deploying these investments. Fuel retailers considering an EV charging infrastructure investment should reach out to their respective state DOT(s) AS SOON AS POSSIBLE. All state DOT plans for distributing grants must be finalized and submitted to U.S. DOT for approval by August 1.

The fuel retail industry’s message to state DOTs is that we want to participate in this grant program, but funds should be distributed in a manner that drives policy and market reforms to enhance the business case for EV charging station investments.
