The Environmental Protection Agency (“EPA” or the “Agency”) recently proposed new regulations (“Proposed Rule” or the “Proposal”) pertaining to implementation of the Renewable Fuel Standard (“RFS” or the “Program”).  The Agency is currently seeking public comment on the Proposal, and those comments are due on April 29, 2019.   NATSO will be filing comments.

This memorandum provides a high level summary of those aspects of the Proposal that are most relevant to travel center and truckstop companies, and includes several questions for NATSO members regarding how different aspects of the Proposal may impact their respective businesses.  NATSO members that are active in renewable fuel markets, particularly those that blend biofuels, and buy and/or sell RINs (i.e., “Renewable Identification Number” credits that refiners use to demonstrate compliance with the Program’s renewable fuel volume mandates), are urged to read the memorandum and provide feedback that can be incorporated into NATSO’s comments to EPA.
