Dwindling resources in the Highway Trust Fund could delay reimbursements to states, threatening jobs and infrastructure projects nationwide by summer, a Department of Transportation official told lawmakers March 12.

Speaking before the House Transportation’s subcommittee on highways and transit, Peter Rogoff, DOT’s acting policy undersecretary, said if the trust fund becomes insolvent hundreds of thousands of jobs could be at risk and the ability to address the nation’s many road and transit needs will be severely impeded.

Funding could fall to dangerously low levels as early as this summer, Rogoff said.

Rogoff projected that highway project funds will drop below $4 billion in July and transportation funds will drop below $1 billion in August.

The American Road and Transportation Builders Association (ARTBA) has previously estimated that more than 12,000 highway, bridge and other safety projects would be affected.

The current highway bill is set to expire Sept. 30. The Highway Trust Fund is projected to be insolvent by fiscal year 2015.
