States Push Alternative-Fuel Vehicles to Pay Fair Share

Several state legislatures are expected to take up the issue of whether to impose special fees on hybrid and electric vehicles in 2015 as a means of generating revenue for highway construction and maintenance, Bloomberg BNA reported.

Wisconsin could be the next jurisdiction to impose specialized fees targeting alternative-fuel vehicle drivers, joining five other states that already have imposed such requirements, BNA reported.

Alternative-fuel cars and trucks pay little or no gas tax, which is used to fund the Highway Trust Fund that pays for the bulk of transportation infrastructure projects nationwide. There is a growing push, however, for drivers of newer alternative-fuel vehicles to pay their fair share amid shrinking transportation revenues.

The Secretary of the Wisconsin Department of Transportation on Nov. 14 requested authority to impose an annual $50 fee on passenger vehicles powered by hybrid-electric engines, plug-in hybrid-electric engines and all-electric plug-in engines.

To date, Colorado, Nebraska, North Carolina, Virginia and Washington each have imposed similar fees.
