Senators Mark Kirk (R-Ill.) and Mark Warner (D-Va.) recently introduced legislation that seeks to increase the number of states eligible to implement tolling under the Federal Highway Administration’s (FHWA) tolling pilot programs.
S. 2051, the Highway Innovative Financing Act of 2014, would amend the Interstate System Reconstruction and Rehabilitation Pilot Program (ISRRPP) to raise the cap on the number of states that can apply to place tolls on existing lanes to 10. The program currently allows up to three existing interstate facilities to be tolled to fund reconstruction and rehabilitation.
The bill also would lift the cap completely from the Value Pricing Pilot Program (VPPP), which allows states to implement pricing strategies, including tolls, in efforts to mitigate congestion.
The bill has been referred to Senate Environment and Public Works Committee (EPW).
NATSO opposes expanding the tolling pilot program and would like to see the ISRRPP program repealed. Since the program was created, numerous states have spent millions of dollars seeking FHWA approval . But due to public opposition, among other reasons, not one state has implemented tolling under the program.
