EPA Extends 2013 Biofuel Compliance Deadline

The U.S. Environmental Protection Agency has extended for a third time the deadline for refiners to show compliance with 2013 federal biofuel use targets.

Annual compliance reports are due 30 days after the publication of its final rule establishing 2014 renewable fuel standards, the agency said on its website.

EPA is close to finalizing the 2014 volumetric requirements for the final Renewable Fuel Standard (RFS) and representatives of the Obama Administration have said release of the rule is imminent. The rule has yet to be sent to the Office of Management and Budget, however, and that review could take several weeks.

This marks the third extension of the 2013 RFS compliance deadline, which was originally set at Feb. 28 and then pushed to June and September.

EPA said the extension was necessary because refiners need to know their 2014 obligations before they can determine how many biofuel credits they may need to carry over from 2013 to comply with this year's requirements, according to Reuters.

The American Petroleum Institute criticized EPA’s delay saying the Administration’s inability to meet deadlines is a clear example of how the program is unworkable.
