North Carolina's plan to toll Interstate 95 is losing steam as state leaders instead focus on a 25-year comprehensive study of the state’s transportation needs. Gov. Pat McCrory has made the long-term transportation plan one of his first directives to the Secretary of Transportation Tony Tata.

N.C. Sen. Buck Newton, R-Wilson, said state leadership is moving away from the tolling proposal, a shift that could have more solid footing after legislation to block tolls on I-95 is introduced by Newton in the Senate and Rep. Jeff Collins, R-Rocky Mount, in the House. The legislation could be introduced within the next several weeks.
