NATSO Supports California Measure Requiring Multiple Payment Options for EV Charging

NATSO on June 17 expressed support for California’s amended AB 1424, which would require electric vehicle (EV) charging stations to have multiple payment options available for drivers without mandating one form of payment technology.

In a letter to California Assemblyman Marc Berman, NATSO said California needs to move forward with policies that increase EV charging station deployment and allow for payment and security innovation. NATSO thinks that innovation in payments security is necessary to prevent large hurdles to the installation and use of new charging infrastructure. AB 1424 ensures that merchants can continue to offer drivers customer choices.

The California Air Resources Board (CARB) has proposed to mandate all existing and future publicly available EV charging stations to be outfitted with magnetic stripe payment card readers, despite state law allowing station providers to offer other payment technologies instead. This mandate would require removing thousands of charging stations currently available to drivers.

If old technology, such as magnetic stripes, is mandated for use at electric charging stations, it would relegate those stations to outdated technology and risk increasing levels of fraud. Card skimmers that read data from magnetic stripes present problems in the marketplace already. The potential for skimming creates severe liability issues for operators of charging stations—including NATSO members.
