NATSO Meets With USDA on SNAP; Proposed Regulations Expected Shortly

NATSO recently met with the U.S. Department of Agriculture (USDA) to discuss an impending rulemaking that will enhance the regulatory obligations that retailers -- particularly travel plazas and convenience stores -- must meet to redeem Supplemental Nutrition Assistance Program (SNAP) benefits.  

Legislation passed in 2014 directs USDA to require SNAP retailers to stock larger quantities of food offerings in each of the four "staple" food categories. These provisions will not become effective until USDA finalizes a rule implementing that legislation. NATSO will file comments with USDA on the proposed rule to ensure that the Agency recognizes and accounts for the vital role that NATSO members play in SNAP, especially in areas where there are few other locations for financially challenged Americans to purchase food.

Mr. Fialkov's focus was not only on the motor fuels business, but also the litany of other issues that retailers confront, including labor matters, foodservice issues, healthcare and employment issues, tax matters and data security.
