Anti-Tolling Coalition Opposes President's Proposal to Toll Existing Interstates

The Alliance for Toll-Free Interstates (ATFI) expressed opposition to the Obama Administration's Grow America Act, which would lift the decades-old ban on tolling existing federal interstate capacity, allow states to divert toll revenue to unrelated projects, and require the use of all-electronic tolling.

In a press release issued shortly after the Department of Transportation (DOT) unveiled the plan April 29, ATFI said, “The option for states to place tolls on existing interstate capacity has existed for 23 years and not a single state has used tolls in this way – not just because the idea is unpopular, but because it’s bad policy. Transportation infrastructure needs improvements, but of all the ways to fund them, tolling existing interstates is the worst.”

The “Grow America Act," sent to Congress by the Department of Transportation, is based on the $302 billion proposal that President Obama outlined in his fiscal 2015 budget plan in March.
The legislation would eliminate the general ban against interstate tolls. It would allow states to use tolls to fund highway reconstruction, as well as other non-highway transportation spending including transit. The President’s proposal would repeal the Interstate System Reconstruction and Rehabilitation Pilot Program (ISRRPP), which has limited tolling to three slots, and open tolling to all states, subject to approval from the Secretary of Transportation.
