Transportation Secretary Elaine Chao reaffirmed that DOT still expects private financing to play a role in the Administration’s infrastructure plan despite recent criticism of public-private partnerships by President Trump. On March 8 the Senate Appropriations Subcommittee on Transportation held a hearing to examine infrastructure funding needs and options. The hearing was largely positive from NATSO's perspective, as all participants recognized the critical need to invest money to repair and improve America's roads and bridges, and also recognized the superiority of direct federal spending -- for example, by raising the fuel excise tax -- as opposed to "public private partnerships" which can lead to undesirable revenue-raising mechanisms such as tolling and rest area commercialization.

Funding Opportunities for Transportation Infrastructure Projects

Eligible transportation projects in need of funding now have the opportunity to access roughly $2 billion in previously unused earmarks, under recently released guidance from the U.S. Department of Transportation (DOT). Through this "repurposing," state and local governments can now access funding that has previously been earmarked for specific uses without having to go through a lengthy legislative process. This announcement comes pursuant to the 2016 Omnibus spending law that provided states authority to repurpose earmarked funds if the earmark is more than 10 years old with less than 10 percent of project funds obligated or if the project is closed.
