As Virginia Gov. Bob McDonnell (R) signed the state's landmark transportation legislation which imposes new wholesale sales taxes on gas and diesel, the governor's press secretary said the state would withdraw the application to the Federal Highway Administration (FHWA) to toll Interstate 95.

The transportation legislation contained a provision, which was advocated by NATSO and American Trucking Associations, requiring General Assembly approval on the tolling initiative.  Virginia had received preliminary approval to toll the interstate under a FHWA pilot program, which would allowing tolling on an existing interstate in three states.  North Carolina and Missouri also hold slots in the program.
