Trucking Battles Over EOBRs

The American Trucking Associations (ATA), along with a group of industry stakeholders and safety advocates, is urging members of the House and Senate negotiating the highway bill in conference to retain the Senate's proposed mandate for electronic logging devices.

A provision in S.1813 would require all long-haul trucks to be outfitted with electronic on-board recorders (EOBRs) capable of real-time tracking for monitoring of trucks and drivers.

The Owner Operators Independent Drivers Association (OOIDA), however, wants the EOBR mandate removed from the Senate's highway transportation bill, arguing that it's a costly and unnecessary mandate that was previously struck down by a federal court. OOIDA argues that EOBRs are expensive without being any more reliable than paper logs and without any real safety benefit. OOIDA also contends EOBRs will be used by employers to harass drivers into driving more hours.
