House HOS Hearing Contentious

With new truck driver hours-of-service (HOS) rules scheduled to take effect July 1, the House Highways Subcommittee last week held a contentious hearing on the topic. Several members of Congress took Federal Motor Carrier Safety (FMCSA) Administrator Anne Ferro to task for putting the rule into effect when the court is expected to rule any day on a pending legal challenge.

With new truck driver hours-of-service (HOS) rules scheduled to take effect July 1, the House Highways Subcommittee last week held a contentious hearing on the topic. Several members of Congress took Federal Motor Carrier Safety (FMCSA) Administrator Anne Ferro to task for putting the rule into effect when the court is expected to rule any day on a pending legal challenge. The U.S. Court of Appeals for the District of Columbia Circuit is expected to rule on petitions by trucking interests to strike four provisions of the rule, and by safety advocates who say FMCSA erred when it preserved the 34-hour restart and 11-hour driving limit. American Trucking Associations' (ATA) past chairman Steve Williams, and chairman and CEO of Maverick USA, testified that changes are not necessary to improve highway safety and that the rule will result in productivity losses and higher operating costs.
