The North Carolina House Transportation Committee last week unanimously passed a bill out of committee that would limit the state Department of Transportation's (NCDOT) ability to impose tolls on existing interstates, including Interstate-95. North Carolina House Bill 267 permits NCDOT to toll new capacity, but would prohibit the agency from closing existing lanes to build new tolled lanes.

As Virginia Gov. Bob McDonnell (R) signed the state's landmark transportation legislation which imposes new wholesale sales taxes on gas and diesel, the governor's press secretary said the state would withdraw the application to the Federal Highway Administration (FHWA) to toll Interstate 95.

The Virginia General Assembly on Saturday approved landmark transportation legislation, which includes a provision to require legislative approval on tolls on I-95 south of Fredericksburg, a major victory for NATSO, the American Trucking Associations and the grassroots coalition that have been fighting the state's tolling proposal for more than a year. The transportation legislation puts an end to the Virginia Department of Transportation’s plan to toll I-95 and demonstrates growing opposition to tolls on existing interstates.

Both the Virginia Senate and House have approved their transportation bills, which now move into a conference committee as the two groups work to hash out differences between the plans before the General Assembly’s session ends on Feb. 23.

Republicans and Democrats stood shoulder to shoulder and called for the General Assembly and not the Department of Transportation or Gov. Bob McDonnell to determine whether to put tolls on Interstate 95 and other existing highways.

Virginia residents are continuing to voice their opposition to tolls on I-95, speaking out at public hearings, signing petitions and taking legal action. At least eight cities and towns have hired an attorney in their fight against the proposal, which they said would be a detrimental economic project. Despite opposition from local governments and citizens, Gov. Bob McDonnell continues to pursue his tolling plan, which would place a toll on Interstate 95 south of Richmond. The Virginia legislature begins its next session this week, so lawmakers and citizens will need to keep up the fight in state's general assembly.

Ohio Gov. John Kasich plans to propose raising $1.5 billion for highway projects with Ohio Turnpike bonds while preserving the toll way as a public entity, state lawmakers briefed on the plan said. The proposal means the Ohio Turnpike won't be sold or leased to a private operator.

Last week, hundreds of Virginians rallied together to show their opposition to tolls on I-95 at a Virginia Department of Transportation (VDOT) public presentation in Sussex County that nearly filled the 700-seat auditorium at Sussex County Central High School. Prior to the rally, VDOT announced a reduced toll plan for locals, which was rejected by the tolling opponents.
